Civil Unrest

      Is finding a problem

    For a solution which is

   Being created by those

  In power and presented

    To the people as their

  Own concept which thus

  Relieves the government

   Of all its responsibilities

    When there is a break

   Down off law and order

    On the streets due to

      Rioting and looting.
