There is a mean man, perhaps you see him walking around.  Aa he reach the place where he lives, everyone hits the ground.  
There is a mean man, perhaps he lives across the street.  Once he knocks on the door, his family go into "Hide and go Seek."  
There is a mean man, perhaps he lives on your block.  When the children see him coming, everything is subject to drop.
There is a mean man, in the neighborhood nearby.  His family suffer abuse, you may hear someone cry.
There is a mean man, perhaps he works next to you.  With the bad attitude he projects, his work load is about to be through.
