Well, it presupposes that the writer has good judgement - which he/she might. And that sort of judgment is cultivated through reading the great poets of the past and present. I'm not so sure that "emotions" makes for an adequate test as to the quality of a given work, because emotions (more often than not) are rooted in biases, personal preferences, memories - in short, one's conditioning. I'm sure that many emotions are elicited during a Brittney Spears concert, but that doesn't make her a talented singer. I wouldn't rule out emotions, as they can lend life to poetry and art generally, but something in the making of great poetry goes beyond mere emotion, though it can encompass a range of emotions. Excellent poetry can result from a combination of discerning judgment (which requires extensive study of the masters), unusual talent, sensitivity, continued application, and (preferably) depth. It often happens that great poetry doesn't receive many responses at first because of (a) envy, (b) no depth or cultivated judgement to recognize it as great poetry, or (c) intimidation (awe maybe) which leaves a reader speechless. It may be a combination of (a) and (c). But regardless of what the case may be, a serious writer enjoys the creative process, does what he/she can to improve, and continues studying the masters. Much excellent work goes unrecognized in the beginning, while mediocre work is praised. That's an old pattern....
