Limoneira Co. announced Sept. 9 that it will "explore the development" of its Limco Del Mar property in east Ventura.
Limoneira recently spent $5.6 million to take a controlling interest in the partnership that owns the land.
Under the city's growth control laws, voters would have to approve the rezoning of the land for development
